Here's the deal. I think it would be prudent for me to have a cellular phone. However, I don't make a lot of calls, nor do I really intend to make a whole lot of calls. This is why I like the idea of pre-paid/pay-as-you go type deals. Can anyone point me in a good direction? Cause I don't want to be paying $50 a month for 200 billion minutes that I'll never use.

If you enter into a contract, and get a local plan or nationwide plan. In order to switch to one or the other you will have to keep signing contracts... doesn't apply to pre-pay.
The lowest price for pre-pay service is probably going to be either T-mobile, but I wouldn't suggest going through them. If you have anytype of problem with their service the customer service department that they run is extremely bad at getting anything fixed in a timely manner.
With almost any plan, pre-paid or otherwise you should be able to get a free phone... in fact I wouldn't agree to pay anything without getting one for free. In-line stores at good at trying to sucker you into stuff, just know what you want and make sure you keep saying it and check all fine print.
A site to check out: letstalk.com (http://www.letstalk.com/) for contract plans anyway. The providers carry details on their site about pre-paid accounts.
Verizon though has the best coverage in your area, they also have quite a bit of coverage in the Seattle area as well.
